Steven P. Hornburg is a housing finance and policy consultant, with over 20 years of experience in national housing policy and mortgage finance. His current work covers issues involving affordable housing, housing finance, homeownership education and counseling, community development, fair lending, smart growth finance, and HUD programs. Clients include the National Association of Realtors, the Neighborhood Reinvestment Corporation, the LISC Center for Home Ownership, the Canada Mortgage and Housing Corporation, the Brookings Institution's Urban and Metropolitan Center, and the University of North Carolina's Center for Community Capitalism. A partial project list includes: Developing business models for nonprofit mortgage brokers; examining options to develop the nonprofit homeowner education and counseling industry; assisting in the development of a national industry association's housing opportunity program; evaluating the transferability of American risk sharing models to the Canadian mortgage market; exploring ways to facilitate the flow of capital to smart growth development; and assessing the impact of increased use of technology in underwriting and servicing on expanding housing opportunity to minority and low-income borrowers. Hornburg established and was executive director of the Research Institute for Housing America (RIHA). RIHA's mission was creating knowledge, through research, that expands housing opportunity -- particularly for underserved populations and communities. Prior to heading the Research Institute, Hornburg was senior director of Policy for Fannie Mae and the Fannie Mae Foundation where he managed the policy research agenda of the Office of Housing Research, including lead responsibilities for Housing Policy Debate and the Annual Housing Conference.
